Card registration without payment

Under PSD2, strong authentication is required when registering a card, regardless of the merchant preference.

Thus, when the merchant requests the registration of a card without payment (vads_page_action = REGISTER), the merchant’s preference is ignored, whether it is expressed in the request (vads_threeds_mpi field) or via the Merchant Back Office (advanced risk assessment module).
